The list appears today on PLANetizen:

Research shows that an urban planner working for a local government in a California city typically spends approximately one hour per day searching for planning information. Using this list as a starting point for Internet research can make planners and developers more efficient in finding relevant information.
"By drawing attention to these top websites, we hope to stimulate the continued creation of outstanding Internet resources for the urban planning and development community," said Chris Steins, PLANetizen's Managing Editor.
"The list recognizes the hard work and talents of those that maintain quality websites. We hope this list will be a useful resource for professionals, students, and educators", said Abhijeet Chavan, PLANetizen's Editor.
The list is divided into seven categories, including Directories, Professional & Industry Associations, Publications, Research and Data, Government websites, Special Focus, Regional/Local Sites, International, and Outside the Box. This first annual list was compiled from suggestions from PLANetizen readers, Internet research, and industry sources.
PLANetizen is a one-stop source for urban planning news, commentary, press releases, jobs and events. PLANetizen also publishes a free, twice-weekly email newsletter with the week's most popular planning stories. PLANetizen (plan-NET'-a-zen) is supported in the public interest by Urban Insight, Inc.
