On-Sale Alcohol and Smoking as Land Use Issues ?

A bill signed by South Dakota Gov. Bill Janklow during the past legislative session prohibits smoking in any public place that is not a motel room or does not have a liquor license or a minimum-age requirement for admittance.

In Sioux Falls, 6 restaurants and a bingo hall, whom would normally not sell alcohol have made a quick attempt at getting an on-sale alcohol conditional use permit; not so that they can sell alcohol, but so that they can smoke. What planning issues will this bring up over time? Let's see.
