Redlands has sued the state over a new law that weakens the city's role in the development of unincorporated property north of Interstate 10 known as the "Donut Hole." Assembly Bill 1544, approved by the state Legislature in June and signed by Gov. Davis last month, allows agencies other than Redlands to provide water and sewer service to the unincorporated area. At issue is Redland's role in the development of land on its borders.
