Position Summary:
The Planning and Zoning Director is responsible for overseeing and directing the development, zoning, and land-use planning efforts for Jessamine County and the City of Wilmore. This position ensures compliance with local, state, and federal regulations while promoting responsible growth and development within the community. The Director leads a team of four direct reports, including the Building Inspector, Planning and Zoning Administrator, Civil Engineer, and Planning and Zoning Secretary, to execute the county’s planning and zoning policies effectively.
Key Responsibilities:
- Provide leadership and strategic direction for planning, zoning, and building activities within Jessamine County and Wilmore.
- Oversee zoning ordinance enforcement, land use planning, subdivision regulations, and building codes to ensure compliance with local, state, and federal laws.
- Oversees Floodplain Development ensuring that all development within the floodplain adheres to local, state, and federal regulations, including but not limited to the NFIP and FEMA guidelines.
- Manage and direct staff in reviewing zoning and development proposals, issuing permits, and conducting inspections.
- Collaborate with elected officials, department heads, community stakeholders, developers, and residents to facilitate sustainable and responsible growth.
- Present planning recommendations, reports, and findings to the Jessamine County Fiscal Court, City of Wilmore officials, Planning Commission, and Board of Adjustments.
- Develop and maintain comprehensive plans, zoning maps, and land-use policies to guide the county’s future development.
- Oversee building inspections and permitting processes to ensure safety and compliance with building codes.
- Assist with reviewing and updating ordinances, policies, and procedures to reflect the county's evolving development needs.
- Ensure that infrastructure and development projects comply with applicable codes and best practices.
- Manage department budgets, staffing, and resources effectively.
- Duties and responsibilities may be adjusted or modified based on operational needs and organizational requirements deemed necessary by the Judge Executive.
Qualifications:
- Bachelor’s degree in Urban Planning, Public Administration, Civil Engineering, or a related field. Master’s degree preferred.
- Minimum of five (5) years of progressively responsible experience in planning, zoning, or community development, with at least two (2) years in a supervisory or leadership role.
- Strong knowledge of land-use planning principles, zoning laws, building codes, and state and federal regulations.
- Experience working with elected officials, government agencies, and the public in a planning and zoning capacity.
- Excellent leadership, communication, and public presentation skills.
- Proficiency in GIS mapping, permitting software, and Microsoft Office Suite.
- Certification by the American Institute of Certified Planners (AICP) or ability to obtain certification is preferred.
- Valid Kentucky driver’s license.
