Salt Lake City has issued a Request for Statement of Qualifications (RFSQ) for the redevelopment of the Historic Northwest Pipeline building and site, formerly used as the City’s public safety complex, located at the northeast corner of 200 South and 300 East.  

The RFSQ is the first phase of a two-phased process to select a developer for the City to partner with on redevelopment of the ~2.4 acre property. The second phase will be a request for proposals (RFP), in which development teams will submit specific proposals for redeveloping the property with a mix of uses that serve city residents and the downtown community.  

Objectives for redevelopment of the property include: 

  • Historic Rehabilitation: Preservation of the Northwest Pipeline building 
  • Sustainability: Sustainable building and operating practices 
  • Housing Opportunities: New housing units with a prioritization for workforce housing, homeownership, and family-sized housing 
  • Publicly Accessible Amenities:  Features such as art, seating, bicycle parking, and gathering spaces, to support 200 South as Utah’s busiest transit street 
  • Neighborhood Commercial and Services: Space to provide new goods and services for residents and that support entrepreneurship and local businesses
