About the Opportunity

We have exciting opportunities for full-time Senior Planner or Associate Planner positions to join our Community Development Department team in Oxnard, California. This is an in-office position, working a 9/80 schedule with every other Friday off.

In these roles, you will play a key part in shaping the city’s urban development, engaging with community stakeholders, and supporting the delivery of current planning projects.

Senior Planner (Supervising Planner)

Reporting to the Planning & Environmental Services Manager, the Senior Planner will be responsible for leading complex development projects, providing technical guidance to staff, and ensuring compliance with land use policies and regulations.

Your responsibilities include but are not limited to:

  • Managing large and complex land use development projects from start to finish
  • Leading and providing technical guidance to professional and technical staff
  • Reviewing and evaluating land use proposals, entitlement applications, and construction plans
  • Preparing and analysing environmental studies and staff reports
  • Interpreting zoning codes and ensuring compliance with city policies and community standards
  • Preparing and delivering presentations to decision-making bodies such as City Council and the Planning Commission
  • Conducting site visits and project inspections
  • Assessing and calculating development fees
  • Leading meetings with city committees and stakeholders
  • Providing planning assistance and information to community members, developers, and internal staff

Associate Planner (Planner)

Reporting to the Planning & Environmental Services Manager, the Associate Planner will be responsible for reviewing development proposals, processing entitlement applications, and providing front-line planning services to applicants and the community.

Your responsibilities include but are not limited to:

  • Reviewing and processing ministerial and discretionary entitlement applications
  • Acting as project manager for small to mid-sized development proposals
  • Reviewing development projects for compliance with zoning regulations and land use policies
  • Preparing staff reports and delivering presentations to boards, commissions, and City Council
  • Performing plan reviews, issuing permits, and assisting customers at the planning counter
  • Preparing environmental assessments in accordance with CEQA
  • Responding to public inquiries via email, phone, and in person
  • Conducting site visits and inspections to support project evaluations
  • Supporting special planning projects and maintaining project tracking systems
  • Collaborating with community members, developers, and internal stakeholders

About You

To qualify, you will need a Bachelor’s degree in Urban or Regional Planning, Economics, Architecture, Landscape Architecture, or a related field, along with a valid California Class C Driver’s License and a satisfactory driving record.

Senior Planner (Supervising Planner)

To be considered, you must have 5+ years of professional planning experience, including 2+ years in a supervisory or project management capacity.

Additionally, the following skills, experience, and background will be highly valued:

  • Proven experience managing complex planning projects and providing technical guidance to staff
  • Strong public speaking skills, including experience presenting to City Councils, Planning Commissions, or similar bodies
  • Advanced project management capabilities, with the ability to manage competing priorities and deadlines
  • Familiarity with California planning regulations, zoning codes, and CEQA processes

Associate Planner (Planner)

To be considered, you must have 2+ years of professional planning experience.

Additionally, the following skills, experience, and background will be highly valued:

  • Demonstrated experience working at a public-facing planning counter or in a similar customer service capacity
  • Experience processing entitlement applications and preparing staff reports
  • Strong communication skills and the ability to work collaboratively with community members and developers
  • Interest in developing project management skills and advancing within the planning profession

  • Senior Planner - $76,712.90 - $139,713.81
  • Associate Planner - $73,257.39 - $109,886.19

Senior Planners will also receive the following generous benefits:

  • 9/80 schedule - every other Friday off
  • CalPERS Retirement – “Classic” members: 2% at 55 and “New” members: 2% at 62. Employees pay a portion of their annual earnings toward their retirement. The City does not participate in Social Security
  • 1% contribution to the deferred compensation program
  • Generous Extended health and dental coverage
  • Life and AD&D insurance coverage
  • Vacation leave accrued at a rate of 6.24 to 11.78 hours per pay period based on years of service
  • 40 hours of Administrative leave of per fiscal year
  • Tuition reimbursement
  • 12 paid holidays off per year

Associate Planners will also receive the following generous benefits:

  • 9/80 schedule - every other Friday off
  • CalPERS Retirement – “Classic” members: 2% at 55 and “New” members: 2% at 62. Employees pay a portion of their annual earnings toward their retirement. The City does not participate in Social Security
  • 1% contribution to deferred compensation program
  • Eligibility for 3.5% educational incentive with qualifying Master’s degree
  • Generous health and dental coverage
  • Life insurance coverage
  • Vacation leave accrued at a rate of 4.39 to 8.08 hours per pay period based on years of service
  • Sick leave accrued at a rate of 3.70 hours per pay period
  • Tuition reimbursement
  • 12 paid holidays off per year
