DEPARTMENT OVERVIEW

Physical and Environmental Planning supports systemwide land use planning and physical development. We provide systemwide guidance on land use planning, physical development and California Environmental Quality Act (CEQA) compliance. We provide CEQA guidance on Long Range Development Plans, Capital Projects, Real Estate Transactions, and other activities.

POSITION SUMMARY

Provides guidance and expertise to campuses and departments on all physical and environmental planning and development documents. Facilitates compliance with UC policy, long range development plans, and environmental planning regulations in the project development process. Uses land use planning concepts, professional knowledge of planning theory and practice, environmental regulations, development standards, and local campus information to review documents and plans. Works on problems of moderate scope where analysis of situation or data requires a review of a variety of factors. Advocates for campus projects and approvals within UC, and coordinates as needed with outside agencies. Assists higher level Planners in the conduct of planning studies and related analysis.

Key Responsibilities

  • 75% CEQA Compliance and Land Use Planning.

Provide system-wide guidance to campuses on land use planning and California Environmental Quality Act (CEQA) compliance. Interpret CEQA as it applies to a wide variety of capital projects, real estate transactions, and other University activities. Work collaboratively with campus physical and environmental planners to review and process environmental documents and notices. Review project approval documents for consistency with CEQA, and prepare documentation as necessary to support University approval at various authority levels. Assess campus projects from an environmental and long range planning perspective. Research and analyze general information on various environmental and planning related topics such as air quality, biological resources, cultural resources, greenhouse gas emissions, land use, housing, transportation, etc. Provide technical guidance to campuses on CEQA, Long Range Development Plans, related physical and land use planning documents, applicable University policies and processes, relevant land use and environmental law, and regulatory processes such as the California Coastal Act and Fish and Game Code. Prepare studies and written reports or presentations on systemwide planning related issues. Monitor and analyze proposed legislation and regulatory changes in CEQA, environmental planning and land use areas. Develop policy proposals, recommendations and procedural requirements. Prepare written reports and documentation on related University planning issues.

  • 15% Communication and Information Management.

Maintain information databases of Long Range Development Plans, capital development and land use projects, regulatory compliance matters, and related training and informational documents. Summarize complex planning and environmental issues into simple short communiques intended for non-planning audiences. Attend meetings at UCOP, campuses, agencies and community organizations as a representative of UCOP.

  • 10% Training and Events.

Assist with development and coordination of training workshops, conferences and special events on land use and environmental topics in collaboration with campus and UCOP planning colleagues.

Experience

Preferred Qualifications

  • Min 2 years Professional experience in preparation or administration of CEQA, long range planning, and/or environmental permitting documents preferred.

Skills and Abilities

Required Qualifications

  • Knowledge/skill in basic physical and environmental planning, land use, architecture, landscape architecture, or other planning-related fields.
  • Written, verbal and interpersonal communication skills.
  • Organizational skills, including proven ability to create and meet schedules and deadlines.

Education

Required Qualifications

  • Bachelor's degree in related area and 2 years minimum experience in physical or environmental planning, or master's degree in related field.

Licenses and Certifications

Preferred Qualifications

  • American Institute of Certified Planners Certification

Travel Requirements

10% Occasional travel to campus or other UC sites to view development sites or other planning areas, and/or meet with local staff.

SPECIAL CONDITIONS

This position is approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
