Job Summary

Under the general guidance of the Director, this managerial and administrative position is responsible for assisting in the supervision and leadership of the Planning and Development Services. The incumbent will supervise and give direction to staff in all areas including planning and zoning, neighborhood services, land development review, and others depending upon the assignment.

Duties

Planning Manager

  • Manages all planning cases and supervises the planners’ workload.  Reviews, researches, field inspects, analyzes and writes staff reports with staff recommendations based on appropriate findings and conditions for various types of development applications. Conducts quantitative analyses, generates maps and exhibits, and inputs and retrieves land use and permit tracking information. Manages long-range planning cases and supervises planners by prioritizing projects, providing guidance, and giving direction toward the completion of those projects.
  • Manages the scheduling, public notice requirements, and preparation of agendas and staff reports for Planning and Zoning Commission, Development Review Committee, and Board of Adjustment, and other committees and groups as required.
  • Interacts with customers and the general public to assist with development applications and enforcement of City code. Assists with amending development ordinances as needed.
  • Amends and drafts development ordinances as needed to implement all current and long-range planning initiatives. Conducts quantitative analyses, generates maps and exhibits to support and enforce ordinances.
  • Performs the review and facilitates consultation with other department divisions as well as City departments and other agencies related to land-use regulations, transportation planning and community and economic development. 
  • Assists with streamlining and improving departmental work practices and business procedures, including application forms, public information, and the department’s web pages.   Supervises subordinate staff and interns as assigned.
  • Performs all other job-related duties as assigned.

Assistant Director of Planning & Development

  • Researches, develops, and implements policies and procedures related to planning, zoning, and community development. Conducts and manages special studies and projects.  Attends conferences, public hearings, professional meetings, and Council meetings.  Participates in grant funded programs. Develops data and policies related to planning, zoning, and community development.  
  • Supervises program managers and planners, as well as consultants. Participates in hiring, mentoring, coaching and disciplinary actions throughout the department.
  • Provides for review and consultation with other City agencies related to land-use regulation, transportation planning and community and economic development. Provides customer service in planning, economic development and community development divisions.
  • Assists in developing department work programs and budgets.  Acts as Department Director in absence of the Director of Planning and Development Services.
  • Provides staff assistance to the department’s citizen commissions and Committees, including the Board of Adjustment and the Planning and Zoning Commission.
  • Performs all other job related duties as assigned.

Minimum Qualifications

Planning Manager

Required

  • Bachelor’s Degree from an accredited college or institution in Planning, Public Administration, Architecture, Landscape Architecture, Urban Design or a related field.
  • Three years related experience in a professional level Planning role.  
  • Demonstrated prior supervisory experience. 
  • AICP certification or must obtain within 12 months of date in position.
  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days). 

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred

  • Master’s Degree from an accredited college or institution in Planning, Public Administration, Architecture, Landscape Architecture, Urban Design, or a related field.
  • Prior municipal government experience.
  • Prior experience as an assistant department head.
  • AICP certification.

Assistant Director of Planning & Development

Required

  • Bachelor’s Degree from an accredited college or institution in Planning, Public Administration, Architecture, Landscape Architecture, Urban Design or a related field.
  • Five years related experience in a professional level Planning role.  
  • Demonstrated prior supervisory experience. 
  • AICP certification or must obtain within 12 months of date in position.
  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days). 

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred    

  • Master’s Degree from an accredited college or institution in Planning, Public Administration, Architecture, Landscape Architecture, Urban Design, or a related field.
  • Prior municipal government experience.
  • Prior experience as an assistant department head.
  • AICP certification.

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of comprehensive planning and development services. Thorough knowledge of Federal, State, and local regulatory requirements applicable to current and long range planning as well as community development. Working knowledge of City codes and regulations pertaining to planning, zoning, building, and community development. Ability to work and use good judgment under stressful conditions and with frequent interruptions. Ability to get along appropriately with co-workers and the public. Exhibit excellent written and verbal communication skills.
