HUD User’s Regulatory Barriers Clearinghouse (RBC) collects, processes, assembles, and disseminates information on state and local regulations and policies affecting the creation and maintenance of affordable housing. Visit the RBC Database, which is an easy-to-use, searchable resource, to find summaries of and links to various types of documents, including judicial decisions, ordinances, research papers, state and local government reports, and websites that offer information on regulatory barriers and strategies being implemented in communities across the nation to promote the development and preservation of affordable housing.

The RBC pages also include an option to submit a story. We encourage housing and urban development practitioners to contribute to the RBC Database by sharing their experiences in overcoming state and local regulatory barriers to affordable housing development.
