Director, Transportation Policy and Research
The Central Maryland Transportation Alliance (CMTA) is a new organization formed by a coalition of area business and nonprofit leaders dedicated to improving travel efficiency within Central Maryland – Anne Arundel, Baltimore, Carroll, Harford, & Howard Counties, and Baltimore City. As advocates for the development and implementation of a comprehensive and innovative transportation plan, CMTA acts as a convener of diverse interests; advisor to city, county, state, and federal officials; and coordinator of advocacy efforts for short and long term strategies, with the necessary regional, state, and federal funding, to implement transportation improvements.
Director, Transportation Policy and Research
The CMTA is seeking a motivated and creative research professional to direct and carry out its research program. This position will report directly to the President and will be responsible for the execution and production of all research components of the organization’s work plan.
The successful candidate should be a self-motivated, organized, hands-on research and/or planning professional who thinks strategically; is effective in gathering, organizing and presenting information; is comfortable working in a team environment; and is committed to the highest standards of research ethics.
The candidate must:
* Assemble and manage a comprehensive data library to support the CMTA’s mission to support and expand mass transit and public transportation in the region;
* Conduct research, write reports, obtain grants, give presentations, and assist in the preparation of transportation planning documents
* Provide support for the CMTA’s mass transit and public transportation partners at the state, regional, and local levels;
* Provide ready response to requests for proposals and/or information from businesses considering relocation or expansion;
* Provide ready response to support media and requests for transit and transportation related economic and demographic data;
* Collaborate with local and state planners, economists, and researchers;
* Manage CMTA transit oriented development research and analysis projects;
* Gather data and information to support the production of a wide variety of reports and publications to be issued by the CMTA;
* Research and analysis followed by continuous evaluation of CMTA’s strategic plan by: conducting focus groups; coordinating surveys; researching recent reports and articles; or commissioning market research; and
* Maintain and update information on the CMTA website.
Education & Qualifications
The ideal candidate should possess the following:
* Bachelors, Masters, or Ph.D degree from an accredited college or university in planning, engineering, political science, public policy, economics, or a closely related field. Minimum 10 years of experience with a Bachelor's degree.
* Three years of work experience in regional economic research, economic development research, transportation planning research, or related field;
* Proven knowledge of public and private sources of resources, data and information;
* An inquiring mind and the ability to assess and assemble information in a way that tells a story;
* Excellent writing and editing skills;
* The ability to manage multiple projects and meet deadlines in a team environment;
* The ability to present and convey information in simple, logical and effective ways;
* Excellent PC and software skills, including Word, Excel, PowerPoint and the ability to quickly master other programs, such as ArcGIS and MS Project;
* The ability to manage and update a web site;
* Knowledge of the Baltimore Metropolitan Area and an enthusiasm for its success and growth;
* A collaborative, team-oriented approach
